I tagged it with both &#039;open&#039; and &#039;non-open&#039;, and specified &#039;in some jurisdictions&#039;, but you&#039;re right that its worth pointing out that it is probably not open in the EU. It would be interesting to track down an earlier edition to see what the date was. The IA link had an excess quotation mark, and is now fixed.&lt;/p&gt;
